Reporting to the Head of Business and Talent Attraction / Investment Promotion in the HKETO in Dubai, the Co-head, Business Facilitation, MENA is responsible for carrying out Invest Hong Kong’s go global initiatives across the Middle East, North Africa and Central Asia areas to facilitate international expansion of Chinese Mainland enterprises as well as to attract foreign direct investment into Hong Kong.

Main Job Duties

  1. Assist Invest Hong Kong Head Office and the Head of Business and Talent Attraction / Investment Promotion in the HKETO in Dubai in promoting Hong Kong as a “Super Connector” for Chinese Mainland enterprises to access the markets in the Middle East, North Africa and Central Asia areas, while driving the promotion work for inward investment and talent attraction to Hong Kong in the geographic markets under the purview of HKETO, i.e. mainly the GCC countries: United Arab Emirates (UAE), Bahrain, Kuwait, Oman, Qatar and Saudi Arabia;
  2. Assist in implementing the annual geographic business plan to facilitate Chinese Mainland enterprises to leverage Hong Kong’s advantages to go global and to promote inward investment to Hong Kong;
  3. Provide facilitation to companies to expand their business operations, including timely advice, practical assistance in the landing process, and connections to relevant stakeholders and multipliers;
  4. Devise and regularly update a list of local partner organisations — including government ministries, investment promotion agencies, free trade zone authorities, industrial parks, chambers of commerce, industry associations, and professional service providers;
  5. Conduct proactive outreach to and nurture strong professional relationships with local partners to support collaboration, and identify opportunities that can help raise the profile of Hong Kong;
  6. Organise visit programmes, promotional events, and networking activities for Chinese Mainland delegations and support sector missions and official visits led by Invest Hong Kong and other HKSAR representatives;
  7. Assist in Economic and Trade Express (ETE) missions, including inbound missions to Hong Kong and outbound missions to the responsible areas;
  8. Collect market intelligence and the latest information on government policies, and provide timely updates to Head Office and Mainland enterprises on local market trends and business opportunities; and
  9. Manage records of contacts, leads, and promotional activities systematically, provide administrative and reporting support for investment promotion and HKETO initiatives as required, and perform any other duties as assigned by senior officers of Invest Hong Kong and HKETO.

Entry Requirements

  1. Bachelor’s degree or equivalent, preferably in Business Administration, Finance, Economics, or International Marketing. A higher degree would be an advantage
  2. Minimum of 7 years of international sales and/or business development experience, preferably in foreign direct investment promotion or economic development, at a managerial position
  3. Excellent presentation and communication skills in English.  Proficiency in Arabic and/or Putonghua an advantage. Analytical and problem-solving skills, with experience in data-driven decision making and performance analysis would be an advantage
  4. Broad knowledge of the economy in the Middle East and relevant working experience in the Middle East; experience of living and/or doing business in Hong Kong would be an asset
  5. Proficiency in the common business software such as Microsoft Office and CRM software
  6. Willing to travel within and outside the UAE
  7. Eligible to take up employment in the UAE without arrangement of work visa by the employer

Terms of Appointment

The selected candidate will be appointed on contract term for a period up to 31 March 2029 (including a probation of six months) with the possibility of contract renewal upon operational needs and satisfactory performance.
Starting salary from AED 345,240 gross per annum, depending upon experience.
