Invest Hong Kong (InvestHK) is looking for a dynamic and high-calibre financial professional to join us as Senior Vice President/ Vice President, Financial Analysis/ Northern Metropolis.  This is a pivotal role to assess and evaluate the financial impact of investments in the Northern Metropolis, one of Hong Kong's most significant infrastructure and economic development projects.

Role

You will be a key member of the Northern Metropolis investment promotion team at InvestHK, responsible for conducting comprehensive financial analysis and feasibility assessments of investment projects and company establishments from the perspective of the HKSAR Government. You will leverage your expertise in credit analysis, financial modelling and investment evaluation to support strategic decision-making and ensure that investments in the Northern Metropolis deliver optimal economic value to Hong Kong. Working with our global network and a wide range of partners, you will provide critical financial insights to attract and support leading companies from the Chinese Mainland and overseas to establish and expand their operations in this new engine of economic growth for Hong Kong.

You will need to demonstrate:

  1. Proven expertise in financial analysis, credit assessment and investment evaluation, preferably gained in banking, corporate finance, investment banking, or government economic development agencies;
  2. Strong ability to conduct financial feasibility studies, assess investment returns and quantify economic impacts of large-scale infrastructure and real estate development projects;
  3. Experience in financial modelling, cash flow analysis, risk assessment and preparing comprehensive financial reports and business cases;
  4. Deep understanding of financial metrics, credit analysis frameworks and investment appraisal methodologies relevant to evaluating corporate investments and project financing;
  5. Strong analytical and problem-solving skills with attention to detail and the ability to synthesise complex financial information into clear recommendations;
  6. Experience in handling high-level stakeholder engagement and proven track record of collaborating with government bodies, investors, financial institutions and corporate executives;
  7. Deep knowledge and understanding of Hong Kong's business environment, financial ecosystem and economic development policies; and
  8. Willingness to undertake duty visits outside Hong Kong when required.

A candidate will be considered for either a Senior Vice President or a Vice President position depending on the experience and qualifications demonstrated.

Duties

  1. To conduct comprehensive financial analysis and feasibility assessments of investment projects, company establishments and business expansions in the Northern Metropolis from the HKSAR Government's perspective;
  2. To evaluate the financial impact, economic benefits and strategic value of each investment to Hong Kong, including job creation, tax revenue, technology transfer, industry cluster development, and spillover effects;
  3. To perform credit analysis and risk assessment of potential investors and projects, including financial health evaluation, creditworthiness assessment and due diligence reviews;
  4. To develop financial models, conduct scenario analysis and prepare investment appraisal reports to support decision-making by senior management and government stakeholders;
  5. To assess project financing structures, capital requirements and funding arrangements for Northern Metropolis developments and provide recommendations on optimal financial frameworks;
  6. To collaborate with the industry and geographical teams to develop compelling financial value propositions and business cases for attracting investors to the Northern Metropolis;
  7. To monitor and analyse market trends, economic indicators and financial developments affecting investment decisions in real estate, infrastructure, technology and industrial sectors;
  8. To engage with financial institutions, investors, project developers and government bodies to gather financial intelligence and facilitate investment transactions;
  9. To prepare financial presentations, reports and briefing materials for senior management, government officials and external stakeholders; and
  10. To perform any other duties as assigned by senior officers.

Entry Requirements

  1. Five years of relevant full-time work experience in one or more of the following areas gained in Hong Kong, Chinese Mainland, and/or overseas:
    •    Credit analysis, corporate lending, or relationship management in commercial banking or investment banking;
    •    Financial analysis, investment evaluation, or project appraisal in corporate finance, private equity, or infrastructure financing;
    •    Economic analysis or investment assessment in economic development agencies, statutory bodies, or public sector organisations;
    •    Financial advisory or consulting related to large-scale real estate, infrastructure, or industrial development projects;
  2. Demonstrated expertise in financial modelling, credit analysis, investment appraisal and economic impact assessment;
  3. A Bachelor's degree from a Hong Kong university, or equivalent, preferably in Finance, Accounting, Economics, Business Administration, or a related field.  A postgraduate degree in finance-related disciplines or professional qualifications such as CFA (Chartered Financial Analyst), CPA (Certified Public Accountant), FRM (Financial Risk Manager), or equivalent would be a distinct advantage;
  4. Strong understanding of Hong Kong's financial system, banking sector, and economic development policies. Familiarity with Chinese Mainland, particularly the Guangdong-Hong Kong-Macao Greater Bay Area business and financial landscape is a distinct advantage;
  5. Exceptional analytical, communication, presentation, and report writing skills; and
  6. A strong command of both written and spoken Chinese (Cantonese and Putonghua) and English. Proficiency in other languages would be an advantage.

Terms of Appointment

Successful applicant will be appointed on non-civil service contract terms for three months and the term will be extended up to an accumulative period of not more than 24 months subject to satisfactory performance and at the discretion of Invest Hong Kong.  Under normal circumstances, there will usually be further renewal of contract, subject to the performance and conduct of the applicant, and the service need of the department.

Fringe Benefits

  1. An end-of-contract gratuity may be granted upon satisfactory completion of the contract.  Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal 15% of the total basic salary drawn during the contract period; and
  2. Applicant appointed will be granted 14 days of annual leave and the entitlement of annual leave will be calculated on pro-rata basis for appointment less than 12 months.  Other benefits, such as rest days, statutory holidays (or substituted holidays), maternity/ paternity leave, sickness allowance, where appropriate, will be granted mainly in line with the provisions of the Hong Kong Employment Ordinance.
