Head of Investment Promotion (Chengdu)

Invest Hong Kong (InvestHK) is looking for a dynamic, passionate and enthusiastic candidate to lead the investment promotion team in Chengdu. 

InvestHK is a department of the Hong Kong Special Administrative Region tasked to attract and retain foreign direct investment in Hong Kong.  Its dedicated Chengdu team promotes Hong Kong as a platform for Mainland companies to go global.  

Hong Kong is one of the world’s most dynamic, vibrant and international cities.  As a leading international financial centre, Hong Kong is a premier hub for companies to expand business in Asia and tap into fast-growing opportunities in ASEAN and under the Belt and Road initiative.

In this exciting role you will be responsible for spearheading Hong Kong’s investment promotion activities in west China, including Chongqing, Sichuan, Guizhou, Xizang (Tibet), Shaanxi and Qinghai.  Travel throughout the region will be required.

Head of Investment Promotion (Chengdu)

With a strong drive to deliver tangible results and positive impact, you will lead the team in Chengdu to attract companies to set up or expand their businesses in Hong Kong.  You will work in Chengdu office and you are expected to conduct duty visits within the geographic market of the team.  You will need to demonstrate that you can engage top-level executives of leading companies, family offices and start-ups looking to expand internationally.  You will lead our promotion activities, visits and meetings with potential investors across the region and provide practical assistance whilst working in close collaboration with colleagues based in Hong Kong.  You will also need to build partnerships and collaborations with relevant bodies across the region.  You will have to demonstrate exceptional business acumen and deep understanding of the economy in west China.

Duties and Responsibilities

(1)     To represent Invest Hong Kong based in Chengdu for inward investment promotion work in the geographic market under the purview of the Chengdu Economic and Trade Office (ETO);

(2)     To develop a strategy and implement the annual geographic business plan for promoting inward investment to Hong Kong and take the lead in achieving annual targets;

(3)     To devise the list of target companies, in particular in priority sectors as identified by the Invest Hong Kong Head Office and those that can create valued employment in Hong Kong;

(4)     To reach out to target companies via conducting marketing activities and promotional campaigns as well as individual company visits and to provide timely advice and practical assistance to potential investors;

(5)     To maintain good working relations with the trade associations and key stakeholders/multiplier organisations for market development and lead generation;

(6)     To collect market intelligence and information on the sectors of interest;

(7)     To raise the profile of Hong Kong and Invest Hong Kong in the geographic markets under the purview of the Chengdu ETO;

(8)     To suggest ways to improve Hong Kong’s competitiveness and attractiveness as a business location;

(9)     To arrange and organise visit programmes for different sector teams as well as the directorate from Invest Hong Kong Head Office;

(10)    To work closely with sector teams to identify new leads and complete projects;

(11)    To provide inputs into briefs and returns as and when required by the Invest Hong Kong Head Office;

(12)    To oversee the administration of the Investment Promotion Unit in Chengdu ETO and manage the budget and financial resources of the Unit;

(13)    To maintain proper records of the contacts and leads generated as well as the aforementioned activities via various means including CRM, emails and file record;

(14)     To keep Head of Chengdu ETO updated on the Investment Promotion Unit’s programme and support the ETO’s activities as and when required; and

(15)    To perform any other duties as assigned by Head of Chengdu ETO.

Entry Requirements

(a)    A Bachelor’s degree or equivalent, preferably in Business Administration, Finance, Economics, International Marketing or subjects related to Innovation and Technology; a higher degree would be an advantage;

(b)    Minimum of 12 years of international sales and/or business development experience, preferably in international organisations, foreign direct investment promotion or economic development, at a managerial position;

(c)    A strong command of written and spoken Chinese and English with excellent presentation and communication skills in English and Putonghua; 

(d)    Broad knowledge of the business environment for geographic markets under the purview of the Chengdu ETO and relevant working experience are important; experience of living and/or doing business in Hong Kong would be an asset; and

(e)    Travel to the geographic market under the purview of the Chengdu ETO (i.e. Sichuan, Chongqing, Shaanxi, Guizhou, Qinghai and Tibet), and to Hong Kong, is a must.

Salary Range Before Tax

Starting from RMB35,310 per month (including individual contribution to social insurance and housing provident fund)
